CSS Layers

Ok, Im having alot of trouble and am to the point of ripping out my hair! I have a customer that wants there site build in layers but I cant seem to one get the layers centered, second to get the layers to nest inside of each other. When I try to move layer 2 around inside of layer one it pops the little layer box above layer 1. If that makes sense. Im using dreamweaver 8. Or if there is a way to nest layers inside of Div. i would to that but it seems I have to have one or the other to make it centered and resize when the user resizes there window. I would appreciate any help! Or any leads to information that mgiht help. Thanks again, Austin Reynolds.
