I gues it depends how you look at it, and that it could also fit into advanced web development. (however that will probably be one aspect of it)

First things first, I am nothing near an expert, I am simply speculating. Joost, being a networked desktop application (not necessarily a web application) is likely coded in C++ or Java. Java would be wise as it can easily be used cross-platform. You could probably use any language with a decent GUI API and some TCP/IP helpers. Joost relies on client/server as well as peer-to-peer communications. It likely borrows functionality from BitTorrent, but I'm not sure.

I hope this helped?

Fun piece of knowledge, the original BitTorrent client was done in Python.

Interesting use of the word `fun'. Had to read a lot of code from the original BT client a few months back, and I've cursed Python very often during that time. It may also have had relation to Bram Cohen's complete lack of any comment in the code... It turns Python into a bit of a `write-only' language.
