Question What Medium to Build this?

Looking for anyone with advanced web experience in Flash, CSS, Java, C coding etc. I am not asking for them to DO something for me just looking for information on coding something and would like to know advice on what medium it should be done in.

Basically the easiest way to explain it without giving business details is comparing it to a game like MYST. I need an interface that users can click through gateways or hallways etc and progress through the system.

The #1 priority of the interface is security. They must not be able to break apart the system to figure out the outcome of clicks no matter what which means I will probably have to develop some kind of coded randomizer with built in math to determine what happens per click.

I know this is a rough layout and it is hard to explain without exposing pending copywritten material but I hope you understand the jist and can atleast point me in the right direction of what medium this needs to be coded with.

I was considering flash but I do not want 1 huge flash file people can download and break apart. I need it to be in separate pieces so I can generate a random outcome and link to separate pieces based on that outcome.
