Question Cookie howto (for a 5 year old!)

Can anyone point me to the very simplest possible cookie howto please? I mean something that will get a beginner to the stage of dropping a cookie on the visitor and welcoming them back.

I use FP 2000, and today for the first time used it's awesome capabilities to create a user registration page (with a canned .asp page and form fields which stuffed the results into an access db....incredible!!)

However, here's why I'm asking this question and maybe it's not even the right question!

When the user returns, I want them to be able to enter some basic data on a form (how many hours they worked on a volunteer school project) but (I think) it might be a good idea to make sure that;
a) They are a registered user first, and;
b) They enter data under their own ID

Ladies and Gentlemen, I *really* need help on this! I've spent 2 days doing prodigous reading, and nothing even points in the direction I'm looking for. Please don't think this is a post written by someone who hasn't RTFM'd...believe me, I really have!!!!
