creating a pop up for data brought in through a database

I need to find a way to create a mouse over pop up from some text that is brought in from a database. When the user reads a topic I want a pop up box to appear with a little bit of info on that topic. Do I have to create another column to add that text? and another column to specify which topic gets a pop up? and how do i create the logic to it? Please help....
Herer is what i want to do. I created a dynamic page that displays the number of topics..In those topics I want a mouse over pop up not a link but a regular pop up...Any one knows how to and can you explain what i need to do to get this accomplish.....
Also how would i incorporate that in to the code?
