Creating PCL file

I am trying to create a PCL file from with in my VB App. The app needs to take a RTF or HTML document and has to create a PCL file. This is happening on the server and there is no user intervention. Also, I cannot use any office products because of licensing issues. The questions I have are:

1. Has any one done this?

2. Who does the conversion to PCL, is it the app or is it the driver?

3. If it is the driver, how do you make it to write to a specified folder?

4. Can you use the Printer Object to do this?
