"Block" Characteristics Storage

I am creating a side-scrolling game like Terraria and hit a major road-block. I can not think of a way to store characteristics of each block in the level/world. I tried to use arrays but soon learned that when you start having a large number of blocks it because complex and congested.

Is there some way to create a 2D map file and access that using some kind of coordinate system?

I am not asking for you to provide a chunk of code or do it for me, rather a suggestion of what i could do.
