Help Please: Merge PDF's Database

Hi,

I just wondered if anyone could help offer some guidance on how to construct a database that allows the following:

We need to create a database that holds 100 x 1 page individual PDF documents that will be merged (according to which documents the user selects) to create one seamless PDF Document that the user downloads.

To create the final PDF, users click buttons that relate to the topics they wish to include (all done on a flash website). So if they were to pick 17 topics, then the final product they would receive is *One* 17 page PDF document that is effectively 17 individual PDF's merged into one; but from the users point of view - it's just one complete PDF document.

Any helpful suggestions, resources, information, hints and tips would be extremely appreciated. Thanks for your help.
