API Drawing question regarding importing images

Hi urgently seeking and answer if it is possible in API drawing to import a vector or bitmap image and have it fill with different colors when you click on it. Not having to manipulate the bmp or vector image but just import it and start filling in the objects of it. Thank you in advance!
Is this possible or is there any other way to achieve this?
