Use vector
PNG is a bitmap file format, which means it's composed of pixels that make the picture, like a photo. Like photos they will appear distorted and jaggy when enlarged. If you creat your buttons in Flash or Illustrator you will be creating vector images and there will be no loss in quality when enlarged.
