Bizarre tooltip error using Flash MX2004

I'm having this really bizarre problem with this otherwise simple file...
Basically I have a map of India, with dots for each city where an office is. If I move the mouse over each dot, a tooltip pops up showing the location name.
But here's the problem. The tooltips work, but for some reason, if I move the mouse first to the dot for Ahmedabad (leftmost dot, in the center of the country), and then move it down to Mumbai (the first dot just below that), the tooltip for Mumbai doesnt show. When I move the mouse to another city and then to Mumbai, the tooltip shows. It's just from Ahmedabad to Mumbai that the problem comes up...
It's weird!
