flash mx openurl opening html under exe

I have created an exe with flash mx. I have a button that uses openurl to open an html page. The problem is the html page always opens under the exe. What code to I need to add to the exe or the html page to get it to open on top of the exe?

loadMovie("htmlFile.html", 0);

If you use this it opens in your timeline.
