Web page framesets using flash

I created a web page in fireworks and imported it into dreamweaver so I can take avantage of the framesets in dreamweaver. I am now updating my webpage and want to create it in flash but I can find no way to create framesets in flash and if I import it into dreamweaver I can not link my menu to open up the links to the frames in the main area of the frameset.

Any information would be greatly appreciated.
