Am I right in saying....

I could use Apache to let people connect to my PC. So I could host my own site using my ip address.

also ive given up with php for awhile, untill ive finished "acquired"
windows 2000. I will have aqquired it in 24 hours or so...

any way awnser my apache qustion please.

Yes, you can use Apache to serve web pages - that's what it was made for!! For more info, see the documentation.

There's a legal way to get Windows?

But yeah, you'd need to keep updating your site's address with your friends, unless you have a fixed IP. You'd also want to get a domain name resolved to it.

Yeah, you can go to your local software store. Also, on the dynamic IP issue, go check out http://dydns.org/. I use them for http://4life.ath.cx/ and http://joesplace.mine.nu/.
