I search for a article manager with these features:
- categories
- guests can comment(or rate) articles
- basing on database
- views counter

or maybe tutorial how to do it.

if you want to have a program that ties to your specific need I think it probably cost you a bit, but if you wanna it free you have to stick with their features. Try to search free programs at www.hotscripts.com.
