Blank page showing up when I try to view this page - Why?

I'm working on writing a PHP script for a small directory, with categories and links. Right now I'm near the beginning, as I have only completed the necessary config options page, the create the tables page, part of the readme file, header, footer, menu, the admin page, and I am currently working on making the page to edit the configuration options (which are stored in a table, the default options are added into the table on the create the tables page).

Anyways, I'm having a bit of difficulty with the edit the configuration options page and I am looking for a bit of help. If anyone has any idea why I get a blank page whenever I type in the URL of the page to edit the configuration options in my browser (I have phpdev downloaded and installed on my computer), it would be greatly appreciated.

I honestly have no ideas as to why this would show up as a blank page. Truth be told, I'm a bit of a newbie to the language, but I've learned a lot so far and am trying my best.
