DV AVI Lifestream Timeindex

Hello,
I'm developing a tool which needs to work with a DV lifestream. And I really need the current local time from the CAM (not systemtime of my computer and not the time how long the stream is). Another program I used shows, that it is possible. It's obvious, that there is a timecode for every single frame, but I just don't get access to this property.
I'm using the DirectX8.0 SDK/ C++
