Get Actual Time...

HOW i GET THE TIME OF THE SYSTEM, FOR EXAMPLE, i CAN GET THE DATE USING NOW(), BUT I NEED TO GET THE TIME.

I used time but it return me an error, I use localtime, but I really don't know what time with this, With localtime it doesn't return me any error but it take a wrong hour, I don't know what hour..
I just want to take the hour a user type the data in the form.. to save it in the table
