Makefile mess with Sed

How do i get the following URL variable to expand in the last sed command?

Code:
  URL := `cat url.txt`
        
        echo $(filter-out autolayout.xml,$^) | sed 's/\//\\\//g' > url.txt
        sed 's/URI=""/URI="${URL}"/g' ${PATH}/$(filter-out autolayout.xml,$^).tmp


I should then have the following in url.txt:

Code:
xml\/xsl.xml


Yet i get the following in the next command:

Code:
sed 's/URI=""/URI="`cat url.txt`"/g' docbook/website/lh/tmp/xml/xsl.xml.tmp


All i do is echo the filename and path to sed, escape the slashes and write into url.txt. Next, i take the string written into url.txt and place into another statement to replace a NULL URI attribute value in an XML element.
