Arrow Need advice on web-site design, database creation and getting users active!

Howdy ya'll. I am building a web-site, L337Ninja dot com
At the moment what you see there is pretty much the rough draft so I have a clear idea of how the site will look. What I really need to do now is to add some meat to the skeleton.

I want to create a user data-base that allow folks to upload content, earn points and then spend those points to increase their rating or earn prizes etc. If possible, I'd like the points to be transferable to my other site, L337pirate dot com

I'm not really that great at programming. I have done a lot of html in the past and read a lot about php, but have yet to figure out how to implement it. I couldn't figure out how to get Mysql working either. Where have I gone wrong?

Can someone help guide me through the process of putting these pieces together?
