Question New to this, have some display questions

Hey. I'm pretty new to programming, never done any outside a classroom. I'm trying to make a "character builder" program for a role playing game I and my friends play since character creation can kind of take a long time, and I hope to streamline it (the game is Champions, if anyone's familiar).

Anyway, I can pretty much figure out the logic behind the program. It's not to hard, mostly equations that appear in the rules and point calculation and such. What I'm stuck on right now is the display of the program. I never really learned how to create and manipulate windows in a program. Here's what I want to do:

Executing the program should open a window with two tabs. The first is Stats/Skills and the second is Talents/Powers. Stats/Skills will have a lot of text boxes that only accept numbers (for, say, your strength stat, or your hide skill) then calculates how many points that amount of ranks in the skill or points in the stat would be and adds it to the point total (which is displayed, but not able to be manipulated). Powers/Talents will be a little trickier. I'm thinking there should be an "add new power" and "add new talent" button, that asks you what base power or talent you want then adds to the current window (rather than opening a new window). Finally, I wanted to have a checkbox that enabled another text box that was previously greyed out, allowing the user to input a maximum point total into said text box, then gave an alert if your point total goes over that.

Can anyone point me to where I can start learning how to do this? Preferably, to some template that I can simply manipulate to do this? Or is this perhaps too advanced for someone with little to no experience with windows and other display methods?

Thanks in advance for your help.
