Hello,
May I ask you how to write a programme like http://thewhir.com/webhostsearch/. It allow people to find a suitable host by different preferences. May I download some scripts like this in the Internet. Thank you.

they probably have a database of lots of hosting companies which is updated on a regular basis.... you can then make a search page to search your database of the companies prices/offers etc......
it's quite a good idea if you want to make some comission on referring people to the hosting companies I guess...... you might try www.devscripts.com - there could be a database search type of script which you could save some time by not having to write!
