rose news/submitting articles

I am new here so forgive me if I am not explaining all I need to explain.

I have been searching for a script similar to Rose News which I can not download any longer.
I need something that would have a list of categories on the left and just the center with a "submit quote" type box which would allow the users to fill out a title, choose a category, type up their quote, poem, info, etc. and then hit submit.
I have seen a few sites that have what I am looking for as far as function,

Is there anything out there that would make this possible for someone with limited knowledge of php and MySql? Or can you point me in the direction of a script writer/developer that I could hire to do this for me?

Here goes attached a code with something you're wanting.
But you'll have to modify, adapt and increase it to fit your need, because I can't developed it entirely for you, but I'm giving you a really good hand on it =)
