your gotta ask your self, what information on your site is going to be dynamic??? or what information is going to change on a regular (bad spelling) basis?? just the main content? or certain links, site navagation etc, once you have a idea of the dyamic content, then you can think about creating a template, to minimise change to your site

try Smarty I use it, at the beginning it looks complex but it is a golden template system. At least for me
