USB input + Animated Graphic

Hello all,

I need help as I am a rookie programmer.
I am an Electrical Engineering student and was wonder if anyone can assist me with my problem.

My degree project requires some programming language where I can draw an animated picture, but also needs to be able to read a digital input from a USB/Serial cable.

for example: the graphic should have a a varying voltage, current level etc which changes depending on the digital input.

does anyone know what programming language would be the best for me? or at least point me in the right direction.
