Where to begin ...

The extent of this is large but I'll make the summary of it all brief. I work with a weather agency; we have a constant need for small applications and I was picked to go learn "programming" because I (long ago) played with HTML, CSS, javascript, QBASIC, and Ruby. I've forgotten most of these already. We do not even need GUI just a text interface and that is even preferred for the old timers. Mostly we just need to download large sums of data from various sources to specific directories because our firewall blocks applications from auto updating. The primary of these is BufKit. I just need to know where to start with programming again to make a batch file to connect to (blocked: so I'll say a specific public directory) and download only .buf files. Not concerned with what the language is, I'll take the time to learn anything and expand on it, but I have to start here with this task. And once compilled it must be able to run as an instance, no installation due to company policy. Thanks to anyone who replies in advance.

EDIT: If anyone could even offer an idea for a script that would be helpful as well. I've been checking google all morning with no success.

EDIT AGAIN: Found I can do this with a old .bat file but cannot seem to connect, anyone help with this? Found this at another site and edited it as best I could for this problem.
