language=portuguese

when i use the dos command, all characters from my language (portuguese) displays correctly. But if i'm using dos to work with mysql, some chars appear incorrect: ç,ã,ò, ó and so on; in my my.cnf file i wrote language=portuguese. Is that enough?
or, put in another way, how do i establish my language with mysql?
