Help with Reflection

I'm confused as to the application of the forName() method. As I understand it instantiates the class given inside the paranthesis of the method.
ex. Class ben = Class.forName("Class Creator");

I'm confused by viewing an example where the class given to the method is an arguments[] array with 0 slots.

inspect = Class.forName(arguments[0]);

the only array so far in the class is the String[] arguments in the run method.

I don't understand what the example is doing?
