Java Web Site Development/Tomcat/HTML5 WYSIWYG

Hello all. Now I'm not sure if this is the proper place for this question because I'm not a developer but I am into trying to rapid prototype a website with access to MYSQL and PHP. Right now I use a tool (WYSIWYG Web Builder 8) that is a WYSIWYG HTML 5/AJAX editor that has drag and drop ability and the jquery widgets.

Now what I'm looking to do is rather than run an apache webserver, I would like to have it run under tomcat and that means creating the deployable WAR file.

What I'm wondering is....Is there a product out there either open source or something for purchase that I can use to do the exact same thing but instead of having HTML/Javascript/PHP and the rest of the stuff being creating and then FTP'd to the website it'll create the WAR file for deployment.

Please be aware I'm looking for drag and drop and nothing that is hand written in VI or notepad or whatever. I'm looking for something fast where I don't have to learn all the ins and outs of the specific widgets and such.

Is really should be able to be run on windows 7 but I can deal with a linux based app. Also too I know and aware of eclipse but to me that is more for the hardcore programmer which I'm certainly not. Not even close!

So does anything like this even exist? Or does some sort of cool converter exist? I've been searching for days and not found anything that exists so I thought I would ask.
