Complex Java Scripting Help

I have got a doozie.
I have a site with 3 frames they are actually coded in php.
Due to some issue with connecting to a data base the top frames php coded page sometimes has trouble connecting and times out.
What I need is java code that will refresh the top frame of the page say after 30 seconds but the code has to be on the bottom frame which also is php coded. I know this can be done and have looked at lots of samples but am usure on the correct code.
Any help here would be greatly appriacated and maybe I could help you out for whoever can give me this code.
