Question draggable menus

hello guys!!

I'm fairly new to javascript, but I have some experience in C++ and Java. The thing is that I'm developing a sort of on-line event calendar, a few days ago I saw a really cool efect, where when you click on a link a draggable pop-up will come out, the pop-up is made within the page, so it is not an alert, I think it was made with layers.

Anyway if someone could help with this, I'm no asking for the whole script, but I need to find a way to start, and may be some good resources, so I'd appreciate it if you could help me.

Carlos
