If I want to use ASP with SQL Server on Windows XP , which edition of SQL Server is suitable with Win XP?

Developer Edition will run on Windows XP so will the desktop/personal versions.
The Desktop/Personal version are missing features. Developer Edition is the same as standard edition, it give you all the tools. |

I'm pretty sure you need XP Pro to use IIS too.

You should use MSDE which is a scaled down version of SQL Server for development purpose.
