can not find mdbe database

I am using a Siemens application which relies on
Microsoft's MDBE. The installation is apparently unreliable
and therefore the application seems to fail to either
find or open the database. I suspect this problem could
be resolved but I do not know where to start looking in
order to figure out why the application can not find it's
own database and open it.

Any clues as to where these settings would reside and how
I could inspect them / or troubleshoot them?
