Security Issue...

Can anyone please help me with the following....

We have numerous SQL Servers (v 7.0) on our site and it seems that from the Enterprise Manager console, it is possible to stop and start the SQL server even if the user is not a member of sysadmins - infact, even if the user is a member of nothing and has no local or domain administration rights! If the user tries to use the SHUTDOWN command in Query Analyser they are denied - which is what i would have expected from the Enterprise Manager console.

Surely this cant be the norm.... Anyone know why?
