Select Help

Hi there, I am stuck with this select statement, the following is what I would like from my selected result.

Table rate_table :
issue_date rate
10/10/2009 30
11/10/2009 20
11/15/2009 10

I would like to select the rate that are from within Nov 2009

and the result should be like this:
issue_date end_date rate
11/01/2009 11/09/2009 30
11/10/2009 11/04/2009 20
11/15/2009 11/30/2009 10

Since the original Table does not have an end_date, so is there anyway that I would select the result as above?

I will appreciated if anyone would help me out on this.
