For reference: MySQL search form & management

Is there any good script or software that lets an administrator set up and manage a NGO list (based on a MySQL database using PHP) that can be searched by other users, e.g. search featuring a form that lets you define in what sector the NGO is active, a search field for its name, etc - essentially a mix of search fields and popups -
then a results page.
All I would need is an overview screen to manage the list (add, edit, delete) contents.
