Deploying Applications in VB.Net

I read the article on Deploying Applicaitons in VB.Net: Part 1/2, by Jayesh Jain. After going through the steps to create the setup project, it didn't create the InstMsiA.exe and InstMsiW.exe files. Do you have any idea why these wouldn't get created? I need these to install the application on a WIndows 98 platform, where the .Net framework is not installed yet.
