Form that allows drag and drop adding of textboxes, dropdownlists at runtime.

Hello,

I am trying to develop an application that allows an administrator to develop forms for people to fill out. This administrator would Drag and drop textboxes, dropdropdownlists or labels from a toolbar. the application would then record this and create a web form out of it. I cannot replicate the look and feel of VS form designer, Ie the drag effects, or the constant update of position.

Can anybody give me pointers on how to achieve this, or any comercial software that does this?
