Incrementing number to prevent duplication

Hi,

I'm supposed to come up with this value. The spec says "TimeStamp = string (32-bit integer milliseconds incrementing number to prevent duplication)".

Asking my team lead, he said "it really doesn't have to be a timestamp just a 32 bit incrementing counter"

I can't use a database to come up with the incrementing number or timestamp, just C#. I know I could make some messy global application variable for the counter but I'd much rather just get it from DateTime.Now somehow. Can't figure out how. Ideas?
