VB.net application CD setup

Hello all,
I have an application in vb.net and it serves as an offline articles website with ability to make a search on the articles, my question is what is the best way to make an installation setup on a cd? and if there is a way to avoid installing .netfarmework manually? since the user will have the installation CD, and I am trying to make it as simple as it can be.
