What do I need to learn?

I am new, so if I should post this question else where I apologize ahead of time. I made a career change from the medical field to follow my dream of an IT career. Am currently working as a legal secretary and have taken some IT classes that include html, three semesters C++(but if you don’t use it you loose it) and 300+ hours of Oracle Database administration. I can make a fairly decent webpage if I have to and I understand the workings of a rational database ( Just can’t get them together). I want to design webpages and need to know where to go from here.

I have a few businesses in my town that are willing to give me a chance to work on theirs but do not feel I have the knowledge yet. Any suggestions on quick training and also what to take. Have been told that I should learn Dreamweaver to learn it fast and dirty and then fine tune the coding language as I go along. I have looked at some Dreamweaver classes and they seem to be specialized into the different languages also. I would love the opinion of some experts. This has been a dream of mine for a long time.
