PHP, MySQL, IIS, phpmyadmin Night Terrors!!!

Ok this is going to be short as it is my second attempt at posting, I spent
ten minutes on the first try and then lost the whole thing because it
said I was actually not logged in.

This is what I get when bring up phpmyadmin from a virtual directory i
have it installed in:

This is to show mysql is actually running. Root does have a password assigned in case it matters:

D:\mysql\bin>mysqld --console

I am VERY new to PHP and MYsql. Please help, I followed the directions very carefully, but I am so new I am
afraid I may have followed them TOO blindley depending on how accurate the instructions were.
