I don't see how this could surprise anyone, the CRL used by .net generates a much larger set of IL code than c/c++, and subsequently, a lot more assembly code.

This is definitely a true statement. It is obvious that due to the complexity of the .Net framework, C# would perform at a slower rate.

What Randy was trying to achieve in the article was merely a comparison between the execution rates between Managed C# and Unmanaged C++ and to show that that there is improvements to be made to the .Net framework.
