a good idea is to search out the popular sites that have similar content as yours and ask to swap. i used to run a gaming site (havent we all?) mainly about Counter-Strike. after my site was completed i asked to link with the big Counter-Strike sites like CounterstrikeCenter which get about 15,000 unique visitors a day. That immediately got me a decent amount of traffic.
However, the best way I found to attract visitors is to submit news to sites relating to your own. Send info about new features or content on your site to them. I got 5000 to 7000 unique visitors everyday I released some new quiz or article all because I e-mailed 3-4 really popular sites whos visitors may be interested in my content. Hope this helps.
