I bought Visual C++ .NET Version 2003 and it didn't come with a compiler. Whats the deal? What compiler should I use or is there a compiler on one of the cd's?

Mmmm, that sounds a little off even for Microsoft
. I don't know if the VCpp compiler is included but you could try downloading the .NET SDK.
