Do I really need java script??

Hiya,

I have a problem on my site, being that I want to open 2 frames with 1 button click.

i.e. I want the "Duke of Edinburgh" button to open a new menu AND the "Duke of Edinburgh" page, but at the moment you have to click the button twice. And the same when going back to the main page, one click gets the main menu, the second click gets the main page.

Everywhere I look people say java script.. or just don't reply.
I understand not all people have java script enabled..

is there a way round it and would it effect people with it disabled if i were to use java?
