help me! code on how to hide and lock folder

hello everybody.

i really need somehelp here

can anyone provide me the code to lock and hide
a specified folder, prevent users from saving files, creating new folders, and others.... and still access a file inside
the folder

for example: hide C:\testFolder\ and
still access the test.ext inside the testFolder

please i really need some help
