Post Is internet connection needed to make this work?

I have followed Ben's suggestions to configure my Windows 98 system with Apache/MySQL/PHP. I use a dialup connection to the internet on this system.

When I attempt to access the default Apache page through URL Windows pops up and wants to connect to the internet (I don't want to be connected). Is there a way I can configure my system so I can Apache/MySQL/PHP but still work offline? Any suggestions are appreciated.

You shouldn't have to connect to the internet. localhost is really the ip 127.0.0.1, which is a loopback ip. The packets does not go through your ISP when you're connecting to the loopback ip.

I have dial-up access and mine does this as well sometimes. I have IIS and Explorer though, but all I do is cancel it when it tries to connect and it normally goes through okay. If it gives me a page cannot be found screen I refresh it and click yes on to work online and then it connect to my local server okay without being on the internet.

I would love to go cable or dsl, but the part of Illinois that I live in doesn't offer such things (there is a lot of corn though, does that help). T1's cost something like $500-$700USD a month here. What kind of connection do you guys have?
