mysterious with ntpd

i configure everything so i run ntpd when i try remote synchronization from any server to ntpd server always i got this message:

28 Mar 04:38:58 ntpdate[9152]: no server suitable for synchronization found

i look logs run it with debug everything seem ok any idea? Operation systems are debian, slackware, redhat and etc.
