need program to edit a program

hi
im looking for a program to edit a emulation card program
i got a gman program this is for program emulation card for dishnetwork
but this persons that create this program gone and theres no more updates
i know what this program need to run again but i dont know how to put this thing

ithis program haz a boz where you introduce a number to send this string to the card
it has one bos where you can write the number but i need to put another box because it need to i mean to work perfectly
my question is what i need to create this box to edit this program what program i need?
please help me
